DT Max is claiming the provincial disability amount on line 5844, even though my client is claiming fees for a residential and long-term care centre. Is this correct?

No, the same rule as the federal should apply. The provincial disability tax credit cannot be claimed if you are claiming fees for a residential and long-term care centre.

As a workaround, override line 5844 of the provincial schedule 428 to 0. Alternatively, using the Disability keyword, you can change option "Use disability deduction" to "Do not use disability deduction".
